The 5-year Capital Improvement Program (CIP) is a 5-year plan for future capital spending. Creating such a plan assists the Town Council in budgeting purposes for big-ticket items, such as land acquisition, building projects, and major maintenance and equipment costs.

Items included in the CIP are not yet included in a budget. Although projects might be planned for a future year's spending, they can be increased, decreased, moved to a subsequent year, or deleted entirely, depending on projected costs, statutory requirements, and financial trends.
